Case Study - International Power: International OPERA
International Power has interests in over 45 power stations and some closely linked businesses around the world. The fleet includes a wide range of technology types and ages, from the newest wind farms and gas turbines to 40 year old coal fired plant. The company is committed to ensuring that its assets are operated to the highest standards of safety, and following the incident at BP’s Texas City refinery there is an increased focus on process safety throughout the industry. Therefore, as part of International Power’s assurance activities, Risk Solutions has been commissioned to develop and implement an operational risk management framework (christened OPERA).
OPERA is designed to address plant failure risks that have the potential to cause significant safety, commercial or environmental consequences. The approach allows individual power stations to benchmark their risk management performance using a common framework. A total of ten assets will have completed their assessments by the end of 2008, so there will be a significant opportunity for best practice to be spread throughout the company. The OPERA scheme is also designed to be complimentary to existing site level engineering management systems, and will be a useful aid to future investment decision making.
